Working of a page-ranking application?

I came across some page-ranking web-app that would generate the current ranking of a website. I was wondering from where do they get the data for ranking a page? Do they somehow access the google databases and check their indexed values?

IMO, none of them are accurate and can't be trusted for their results. No one can ever get the access to the databases of Google it's impossible.

You can monitor resource usage for each one and adjust limits as per your requirements.
