You'd get a free eNom account with a Reseller, VPS and Dedicated Web Hosting packages. As I remember, you need to send an email to the billing department once your web hosting account is activated. They would then activate your free eNom account.

Yes, you can register domains for yourself and your customers through Enom domain reseller account. Once our Billing dept receives an email from your side, your request is processed and an Enom domain reseller account is created for you. Once it is created, the details are sent to you on your registered email address. The entire process doesn't take more than 30-40 minutes
