IMO it should be for not for profit only.
If it's main purpose is for non-profit organisations then they really shouldn't be charging for it...

Non profits should pay for stuff. Domains are cheap. The .gov used to be free too but they charge for it.
But the meaning of "organization" is fairly broader ( dictionary.reference.com/browse/organization) that does not designate anyway either it is profitable or non profitable, and also search engine will not going to make any difference with org TLD, then why people mostly consider it non-profit?
