Access denied on 1 specific folder

It appears that one folder within the httpdocs folder has become locked out, which is preventing me from renaming, settings permissions or deleting it. With access to IIS I would normally restart to solve this problem. Is it possible to free up this folder through Plesk. The error message I'm getting is:

WebServerManager::getWebDirs() failed: websrvmng failed: Access is denied. (Error code 5) at retrieves attributes for file or directory D:\inetpub\vhosts\repossession-stoppers.com\httpdocs\stop-repossession
