What do you need for your web site?
What do you need for your web site or let's say what do you look for while searching a hosting company?
The options might look confusing to some of us since we take into consideration all of the given factors, but would be interesting to know what most of us have on the top of the list.
1. Technical support (24/7 friendly, helpful support/managed hosting)
2. Cheap Hosting
3. Uptime Guarantee (Server Uptime & Performance.)
4. Loads of features with hosting account.
5. Other (please specify)
(Please let me know if I have missed out any important one).

Technical support (24/7 friendly, helpful support/managed hosting)
Always...

) if you get top-quality and friendly Technical hosting support...

It's basically a combination all the above factors which most people look for. I would highly prioritize uptime because I would want my site to be online all the time and 24x7 technical support for the peace of mind that the host provider can be contacted even at midnight if in case anything goes wrong.

As said by Ryan, all the above mentioned factors are important. But according to the importance below is what I feel to be important:
1. Uptime Guarantee (Server Uptime & Performance.)
2. Technical support (24/7 friendly, helpful support/managed hosting)
3. Loads of features with hosting account.
4. Cheap Hosting
Usually, people tend to go for Cheap Hosting first, the other factors are later taken into consideration.

I think technical support is the most important factor one should consider before choosing a hosting company. You can always talk to the support staff and let them know your concerns, no one would like to hear same thing again and again and they will definitely take steps to give better uptime, better quality of hardware, more features and everything else you demand.
eUKhost had low spec servers and poor uptime till 2003, but things changed with time as we were troubled by customer complaints and we took steps to improve our uptime and everything else customers asked for.UK Web Hosting || Business Hosting || eUKhost Knowledgebase

When it comes to website hosting, round the clock technical support and maximum uptime Guarantee is what we should look for. If you are getting cheap hosting with no or just rubbish technical support then its of no use

True, I agree. They generally forget the saying, "you get exactly what you pay for".
While all Cheap hosting providers may not be bad, in most cases their servers are found to be saturated that can have an adverse effect on your website.
A strong advice here is to look for the hidden catches in all their offerings and asking your self if it is worth considering them.
The point here is to “look before you buy cheap hosting"

yeah.. most of them 'oversell'
Selling more than what their servers can support they make their system really unstable

Certainly, they have to Host more accounts than the Server supports as they have to get some Profit out of it and if they Host Less accounts and Sell them for Cheap prices they will not be able to earn Profits. Hence, they Host more Accounts on the Server which Hampers the Server performance and as a result the sites hosted on the Servers are affected.

To make sure that the performance of Server as well as the websites hosted on the Server is good, it is really important that there are Limited accounts setup on the Server. Also, the number of accounts which should be setup on the server depends upon the configuration of the server. Most of the Cheap web hosting providers setup the accounts on the servers which are not reliable and also the number of accounts setup on the server is far more than the actual capacity of the server which makes the Server and the web hosting provider Unreliable.
