The Landrush phase allows individuals and businesses to apply for premium domain names before the new top-level domain becomes available to the public. If more than one applicant registers for the same domain, the matching domains will go into auction.

During Landrush phase, you will be charged an Application Fee and a Registration Fee. If no one else wants the same domain name, it is yours. Certainly, there is a possibility to register .CO domain with two or three letter's. Even Twitter has registered 't.co' domain for their services.
