If you are really wanting a domain name I recommend asking your parents to buy it for you. Domains on many registration services are about $8.00 which is very affordable.

I am 99% sure that as long as you are 13+ it is fine on Paypal - I'm not even sure whether they restrict age at all.
Paypal arn't really interested in how old you are, as long as your using their service
.
With regards to not having an account, you can go and set one up at your local bank
.

actually, the answer is yes, fsgames, although DPS is also correct.
What DPS is saying is that if you want a genuine www. domain, recognised by ICAAN and accessible to anyone with a World Wide Web-standard browser, then you have to use a ICAAN-registered registrar who will purchase and administer the domain in your name.
However, with some fairly cheap software and a little programming, you could choose to have any domain you wished, including the best (most expensive) in the world, like business.com, ***.com or even -gulp- google.com! The only thing here is that you would need a server at home to run the portal and you and anyone who wished to access your version of, say, google.com would need to have a copy of your specially-created browser.
This is pretty much exactly what the much-advertsied dotworlds.com is doing currently, but you could make the basics fairly easily with the software and a server. It wouldn't work with Firefox or IE, of course, and it wouldn't be a recognised domain, nor could you send emails from "@google.com" but you would still have a domain that other people with the software could access (if you designed a website hosting).

Thanks for adding that extra information avatari. Yes I was talking only about domains in the "real sense" - you have a valid point with the modified software so you can in effect create your own domain name although this isn't the best way to start a website hosting as just to see it you already have to get people to install custom software - which in this day of adware, spyware and viruses is hard to convince someone to do. And the more you try to make them get the software the more cautious and suspicious people get.

There is no such thing as a free dot com domain or for that matter any top level domain. However some of em site give away free domain names to the users who register on thier site and complete some surveys to collect points which can be redeemed for a domain name. one of the site is getdomainsforfree.com

Hello,
Free domain names and free website hosting are gained by using points earned by showing genuine interest in a few advertisers products. You will have full DNS control of the free domainname, and you can transfer it to another web hosting company, or you can host it with their own free website hosting service.
